Dr Tay is a graduate of the National University of Singapore and a fellow of the Royal College of Surgeons of Edinburgh. He undertook studies in plastic surgery at the University Hospital, Basel, Switzerland before joining Singapore public health sector in 2003.

In 2006, Dr Tay ventured into private practice. He is a double eyelid specialist who works with a team of experienced professionals.
